Smokers Face Higher Costs as Tobacco Tax Hike Takes Effect July 1

Kuala Lumpur, June 24, 2025 — Starting 1st July 2025, the price of tobacco products in Malaysia is set to rise significantly as part of the government’s latest excise duty increase aimed at curbing smoking rates and boosting public health.

The Ministry of Finance has announced an increase in excise duty on cigarettes by RM0.40 per stick, translating to an estimated RM8.00 hike per pack of 20 sticks. Other tobacco products — including rolling tobacco, cigars, and emerging alternatives like nicotine pouches and e-cigarette liquids — will also see a proportional increase in taxation.

According to government officials, this move is part of the National Tobacco Control Strategy and aligns with Malaysia’s goal of becoming a smoke-free nation by 2040.

“The tax revision is intended to discourage tobacco consumption, especially among youth, while increasing healthcare funding for smoking-related illnesses,” said Finance Minister Tengku Datuk Seri Zafrul Aziz.

The new price hike is expected to push a standard cigarette pack to over RM25, depending on the brand. Retailers have been instructed to update their pricing in accordance with the new excise rates by midnight on June 30.
